ENHANCING INDUSTRIAL INFRASTRUCTURE RESILIENCE IN THE CZECH REPUBLIC: A COMPARATIVE ANALYSIS AND INTEGRATION FRAMEWORK FOR PRIVATE SECURITY SERVICES

Abstract

This study addresses the physical security vulnerabilities of high-risk industrial facilities in the Czech Republic, focusing on the intersection between the Seveso-III Directive and the regulation of private security services (SBS). The objective of the paper is to answer the main research question: What legislative and organizational instruments can optimally integrate the future national Private Security Act with existing environmental protection frameworks to protect industrial facilities against physical sabotage and prevent severe environmental damage? The research utilizes a combined approach, integrating a comparative legal analysis with a qualitative multi-criteria PESTLE framework to assess the political, economic, social, technological, legislative, and environmental gaps between the current capabilities of commercial security agencies and the stringent safety requirements of Seveso-classified sites. The results demonstrate that the current under-regulated environment significantly limits the professional readiness of private guards. As a main solution, the study proposes specific implementation points for the future legislation that build upon the mandatory physical security plans currently submitted to the Police of the Czech Republic under the Act on the Prevention of Major Accidents. The contribution of the paper lies in proposing actionable measures, including the establishment of binding training standards and the potential inclusion of qualified PSS as "other components" of the Integrated Rescue System (IRS). This integration will facilitate joint tactical exercises between private security personnel and the Police of the Czech Republic. The expected outcome is a measurable enhancement of industrial resilience, continuously evaluated through these joint exercises, thereby effectively preventing secondary environmental disasters.
