A LANDSCAPE ECOLOGY INVESTIGATION: THE DEMAND FOR GREEN INFRASTRUCTURE IN THE DESIGN OF DISASTER-STRUCK AREAS

Abstract

Disasters bring about sudden changes to life, the environment and nature; fundamentally altering landscapes and thus also influencing the history, culture, traditions and environmental perspectives of the regions in which they occur. This study aimed to investigate the ways in which a landscape is treated and changed in the process of recovery from a large scale earthquake and to examine the introduction of green infrastructure during this recovery process. To achieve this, we set two specific research objectives. The first objective was the analysis of the earthquake recovery plan in the Kumamoto prefecture. This was achieved through the collection and analysis of the recovery plans prepared by each municipality in 45 cities, towns and villages in Kumamoto The second research objective was to analyze the changes in the landscape before and after the earthquake. In order to achieve this, we surveyed the landscape sites highlighted in the abovementioned recovery plans of each of the 45 municipalities. The present situation and the surrounding landscape at each of these sites where a recovery plan had been planned or implemented was recorded using photographs. These results of our recovery plan analysis and landscape change analysis showed that there were variations in the role and importance of the landscape in disaster recovery. This research took the perspectives of landscape ecological urbanism and green infrastructure, clarifying the processes of landscape change that occurred during the recovery/reconstruction of both the urban and the natural environments of affected areas. The results of this study indicate that landscape-friendly urbanism, which only few local governments have adopted, is crucial from original planning stages of urban spaces and has both medium and long-term benefits. Landscape-friendly urbanism is a factor which determines the richness, tourism resources, and the quality of the natural environment in an area.
