GROWTH OF PRIVATE FOREST AREA, PARAMETERS OF AFFORESTED AREAS AND UTILIZATION OF EUROPEAN UNION FUNDING FOR THIS PURPOSE DURING THE LAST 10 YEARS
Abstract
The research on the growth dynamics for private forest area during the last 10 years, silvicultural parameters of afforested areas and related utilization of European Union funding for this purpose, basically covers the analysis of changes in the total forest area owned by private forest owners since 2007 and the quality analysis of afforested areas. The measure for afforestation consistently affordable from the Latvian Rural Development Programme, has made a significant contribution to the total increase in the private forest area. In the period of 2007-2013 the measure for afforestation was the most significant one in terms of allocated finance among forestry measures, creating a 12 022 ha forest area. At the same time the subsidies available for pre-commercial thinning in regular young forest stands, resulted in a significant increase in the area of productive forest stands by 6%. The aims of this research were to ascertain annual changes in the total forest area and productive forest stand area owned by private persons as individuals and legal persons, and also to ascertain the parameters of afforested areas - the quality and fertility of soil chosen for afforestation, the type of afforestation (either natural or artificial) and forest management activities performed after the stand establishment as well as to determine the amount of EU finance used for it. The analyses consist of the review of forest stand data from the National State Forest Register, including forestry parameters and utilization of EU funds and review of the financial data on the activities implement, obtained from the National Paying Agency ? The Rural Support Service and from the Institute of Agricultural Resources and Economics, institution which performs annual and integrated evaluation reports of National Rural Development Programme implementation. Regarding the result of active afforestation implementation, the total area of private forest land has grown by 86 022 ha, and for productive forest stands by 87 443 ha. Forest owners are active in obtaining EU funding both for the establishment of forest stands and for subsequent management of these stands.
