GEODETIC MONITORING AS AN ELEMENT OF THE OBLIGATORY LANDSLIDE REGISTERY IN POLAND ON THE EXAMPLE OF CHOSEN ACTIVE LANDSLIDE.

Abstract

In Poland, keeping a register of areas threatened by mass movements and landslides monitoring is the responsibility of the staroste1 resulting from the provisions of the Environmental Protection Law and the Regulation of the Minister of the Environment. Pursuant to the Act, the staroste is obliged to observe areas threatened by mass movements of land and areas where these movements occur. According to the Regulation, "for areas endangered by mass movements and areas where these movements occurred, a monitoring is carried out consisting in measurements of the surface movement of earth masses in order to determine the speed and nature of this movement using in particular geodetic methods". In fulfilling this obligation, the staroste of the Krakow poviat (Lesser Poland voivodship, Poland) is monitoring landslides that pose a potential threat to buildings or infrastructure. The article presents sample documentation regarding the selected active landslide, as well as the results of surveying monitoring. According to the author, geodetic monitoring conducted in accordance with the provisions of the Act and giving quantitative information in the form of specific numerical values of deformations occurring should be more important in the comprehensive assessment of building safety as a basis for the activities of specialists in the field of construction and spatial planning. The results of such monitoring should be successively introduced into the landslide register database and constitute the basis for the formulation of critical deformation values indicating the suitability of the given areas to be built.
