FLOOD RISK MANAGEMENT AND SPATIAL PLANNING. THE IMPACT OF LAND USE CHANGES ON FLOOD DAMAGES: CASE STUDY OF RESITA CITY
Abstract
The devastating impact of floods in the past years triggered the awareness and interest regarding the need of effective flood risk management and improved strategies. The spatial distribution of the elements at risk, which are represented by land use inventories, is an important factor that influence the cost associated with floods, the rapid urbanization leading to an increased flood exposure and vulnerability. The land use planning can be a useful tool for flood damage mitigation and must be taken into account in the decision-making processes. In this paper, the flood damage was estimated for two scenarios of land use, 18 years apart, in order to determine the impact of land use change on the costs associated to floods. For this purpose, GIS tools and methods were used, as well as free available data: for the hazard analysis, the water depth was determined based on the DEM of the area, while the flood damage was calculated based on the water depth and land use data, using depth damage function and the FloodRisk tool, which is available in the QGIS software. The land use data from the years 2000 and 2018 were obtained from the CORINE Land Cover repository. The results showed that the most affected land use classes are urban and industrial and the changes that occurred between 2000 and 2018 in these classes led to important changes in the potential flood damages. Therefore, the monitoring of the land use change dynamics must be correlated with the flood risk management processes in order to develop more effective and sustainable strategies and land use policies.
