METHODOLOGICAL TRENDS OF ECONOMIC TOOL FORMATION FOR REGULATION OF NATURAL RESOURCES USE IN AGRICULTURE

Abstract

The article shows that existing economic tool for natural resource using in agriculture doesn?t provide efficient natural resource using and main elements of natural media (close-to-the ground atmosphere layer, soils, water resources, flora and fauna) consump-tion, and doesn?t encourage resource and energy saving technologies practical use and doesn?t follow requirements provided by modern Russian Federation low on land and water using relations and environment safety. The necessity of transfer from high re-source consumption farming to nature resource saving economy agriculture is based. A new methodological approach to formation and development of economic tool for natu-ral resource agricultural use regulation, which will ensure: formation of objective condi-tions for investment in agriculture from not budget funds and budget resources used for nature saving and resource-saving activities efficiency increase; encouraging of rational use, restore and saving of natural resources; nature users (agricultural producers) de-mands and nature systems agreement; consumer value and ecological stability of nature and economic systems.
