STANDARDIZATION IN THE FIELD OF GEODESY AND CARTOGRAPHY IN BULGARIA - IS IT WORTH IT?
Abstract
The provisions of the Geodesy and Cartography Act (in force since 2006) provide for the establishment of a Geo Information System. So far, this Geo Information System has not been created for one reason or another. Given this fact, this publication aims to comment on the main provisions and advantages of the transition to reference to standards in the legislation (primarily Ordinances and Instructions) in the field of Geodesy and Cartography in the country, i.e. reference to one or more standards in place of detailed provisions within a regulation (normative act), i.e. document providing binding legislative rules, that is adopted by an authority. From the point of view of the real problems arising as a result of the current practice of creating and the basic principles in the application of the normative acts in the field of Geodesy and Cartography in Bulgaria, the possible approach and advantages regarding the reference of the respective standards are presented and comment, such as: types of referencing (unconditional and non-binding); types and scope of standards; eligible participants (the Ecosystem) in the process of creating standards; a proposal for an implementing national body of the proposed national standardization, as well as the implementation at national level. As a methodological basis of the proposal it is proposed to apply the so-called Systems approach, based on General Systems Theory, with the main factor of synergy on the one hand, and on the other hand the establishment of interoperability in accordance with applicable and established international good practices and standards by subject area.
