ECONOMIC SUSTAINABILITY OF URBAN AREAS UNDER CLIMATE AND INFRASTRUCTURE THREATS

Abstract

Modern cities are dynamic and constantly evolving systems in which economic activity, engineering infrastructure and social processes are closely interconnected within a common urban rhythm. However, the expansion of urbanized areas is accompanied by the aggravation of a number of problems, including the aging of public utilities, congestion of transport networks and the increasing frequency of hazardous meteorological events. Together, these factors create threats that can disrupt the functioning of the urban environment and lead to significant multibillion-dollar economic losses. The present study provides a comprehensive analysis of the interaction between climate factors and infrastructure risks, identifies the main causes of urban vulnerability and assesses how these risks affect the economic stability of territories. The article also examines existing approaches to adaptation, the opportunities offered by digital technologies and innovative financial instruments aimed at reducing the exposure of urban systems to external threats. Based on system analysis and econometric modeling, practical recommendations are formulated for city administrations, investors and public policy decision-makers. The proposed measures are aimed at strengthening the resilience of urbanized territories in the context of growing climate instability and existing infrastructure constraints.
