LEGAL REGULATION OF THE REVIVAL OF RURAL AREAS OF UKRAINE IN THE WAR AND POST-WAR PERIOD IN THE CONTEXT OF IMPLEMENTATION OF THE SUSTAINABLE DEVELOPMENT GOALS

Abstract

In the post-war period, the priority issues that will need to be addressed are the reconstruction of rural areas and ensuring not only food security but also environmental safety. The article draws attention to the fact that ensuring sustainable development of rural areas should become a priority task of the government of Ukraine, especially in the post-war period. The priority of such a task should be comprehensive and has to include: poverty alleviation, restoration of the state of the environment, ethno-cultural aspects, etc. The purpose of this article is to identify the necessary preconditions for implementation of the Sustainable Development Goals in the rural areas of Ukraine in the war and post-war period. Current international legal regulation aimed at the sustainable development of rural regions was analyzed. The content of the regulatory and legal provisions aimed at the sustainable development of rural regions of Ukraine was revealed. Necessary steps that Ukraine needs to take in order to revive its rural areas in the war and post-war period were proposed. In this aspect, it has been proven that the development and adoption of an appropriate concept of state target program aimed at the restoration of rural areas can be an effective tool for ensuring their sustainable development. Special fund should be created for the restoration of rural areas that suffered from military actions. When writing an article analysis and synthesis, system-functional, dialectical, formal-legal and comparative-legal methods were mainly used.
