GEM, AN URBAN PLANNING ORIENTED EARTHQUAKE MANAGEMENT GEOGRAPHIC SYSTEM

Abstract

The seismic risk management geographic information system GEM (Gis Earthquake/emergency Management) aims to a ssist the authorities to be prepared for a major seismic event and prepare the appropriate actions to ensure high population resilience to such an event. The preparations includes urban planning interventions. The system is being designed at the Democritus University of Thrace and developed with use of CASE tools in GIS. It allows anal ysis of the current situation and appraising planning for improved results. Multiple input sources have been provided for in order to ensure results for variable data availability. The functionalities include the adequacy and suitability estimation of the refuge areas and the safety estimation of access routes that lead to them. Areas of the urban net that n eed special attention are easily recognized. The analysis is being conducted in conformance to the specifications of the Greek Earthquake Protection and Pla nning Agency allowi ng also additional parameterization. Population models based on land uses are su pported. GEM prioritizes processing in urban regions where • interventions that concern the urban planning components of seismic risk have to be taken • new refuge areas should be created through urban planning processes • the existing refuge areas should be reinforced through technical interventions. That way we ensure the safety of the ref uge areas and their access routes. The ultimate goal is their rational management and the reduction of expected human losses or injuries.
