PERSPECTIVE AREAS OF SCIENTIFIC AND TECHNOLOGICAL SUPPORT FOR A COMFORTABLE HUMAN PRESENCE IN THE ARCTIC

Abstract

Over the past few years, Russia has adopted some fundamental strategic documents to ensure the development of the Arctic zone of the Russian Federation (the Russian Arctic). The documents put forward the tasks of using the Russian Arctic as a strategic resource base for the socio-economic development of the country, with the importance of preserving the Arctic as a zone of peace and cooperation as well as saving local unique ecosystems. At the same time, the priority task of developing the Russian Arctic and ensuring national security is the comprehensive socio-economic development of the Russian Arctic, aimed at a comfortable human presence in Arctic. The solution of the task in frame of the "Strategy of Scientific and Technological Development of the Russian Federation" and "Strategy of Spatial Development of the Russian Federation" is impossible without the intensified development of Arctic science and technology. In this regard, it is necessary to form a competitive scientific and technological sector in the development and implementation of innovative technologies and products adapted to the natural and climatic conditions of the Arctic, acting in close connection with the active innovative economic entities of the Arctic. Four promising areas of scientific and technological support for a comfortable human presence in the Arctic, including: ? Ensuring comfortable living in the Arctic; ? Ensuring the development of transport and logistics systems; ? Sustainable exploitation of resources, including biological resources; ? Ensuring resource conservation and preservation of the Arctic ecosystem. Each direction includes a set of complex projects to create high-tech innovative products and technologies, the development of which will lead to a significant increase in the efficiency, quality and/or effectiveness of economic entities in the field of ensuring a comfortable human presence in the Arctic. Implementation of activities will allow: ? to create and implement competitive innovative products and technologies in the activities of economic entities of the Russian Arctic, providing a new level of development of key industries in the field of ensuring a comfortable human presence in the Arctic; ? to strengthen the coordination of the activities of governance in the implementation of state policy in the Arctic; ? to increase the role and effectiveness of scientific research in the implementation of the policy of socio-economic development of the Russian Arctic and to create conditions for the development of scientific potential of the Arctic regions of the Russian Federation to the level of world scientific and technological leaders; ? to ensure effective and mutually beneficial international cooperation. The work is performed under support of the Ministry of science and higher education of the Russian Federation, the state project ? 13.13404.2019/13.1.
