SOCIAL COMMUNICATION PROGRAMMES IN THE INVESTMENT PROCESS CONCERNING INFRASTRUCTURE INVESTMENTS IN POLAND
Abstract
Any infrastructure investment is implemented in specific environmental surroundings and among specific local community. Its consequences include changes in spatial land management and environmental transformations, often leading to social-spatial NIMBY conflicts (Not In My Back Yard). Such conflicts currently constitute a very serious problem of local socio-political life in Poland, and reflect the imperfections of the planning and spatial management system. They result from the conflict of interests of the investor and the interested community ? particularly residents and ecological organisations. They result in prolonged duration of the investment process. The objective of the article is the analysis of the substantive scopes of social communication programmes conducted by investors in the scope of the implemented investment processes in Poland, as well as the assessment of the degree to which the programmes are an effective tool reducing tensions and conflicts potentially occurring during the implementation of the investment process. According to the research, Social Communication Programmes constitute a planned strategy of activities directed at particular groups of recipients interested in the effects of the implementation of a given investment. Their primary goal is always implementation of the undertaking on time and without conflicts.
