SUPPORT OF POST-INDUSTRIAL AREA MANAGEMENT
Abstract
Critical literature studies indicated that there had been numerous methods for estimating the value, management models as well as indicators and criteria for the quantitative and qualitative assessment of post-industrial areas. All of them supported post-industrial area management, but neither of them took into account the simultaneous evaluation of economic, social and environmental aspects - especially important for the inclusion of these areas into the socio-economic cycle. Identified gaps in knowledge allowed us to make assumptions for the elaboration of the model for the post-industrial areas evaluation in accordance with the principles of sustainable development. The model developed enabled us to rank decision options, from the most optimal scenario for a given area to the least, taking into account the selected criteria allowing for a multifaceted assessment of these areas including ecological, economic and social aspects. The model indicated directions for the redevelopment of these areas. The need for the degraded areas to perform a new function generating benefits in the socio-economic sphere was a response to the sustainability challenges as well as circular economy approach in the region of Silesia. Efficient implementation of this process has been affected by many informational, financial and systemic barriers, that is the limited availability of data, unsettled legal status, insufficient technical infrastructure and environmental contamination. These barriers were reflected in the model. As the final effect, an indicator of the post-industrial areaпїЅs value for sustainable development was obtained. Considering the number of post-industrial areas and the scale and dynamics of negative phenomena occurring in these areas, especially in the aforementioned region, such an valuation approach will facilitate the management of post-industrial areas and support the decision-making process regarding investments in these areas as well as reduce pressure on green areas and follow the paradigm of circular regional flow.
