Abstract

Site assessment using risk-based methods differs substantially from traditional Quantity-Distance siting. It allows for complex evaluation that considers additional factors such as facility design, the number of individuals exposed to the hazard, and the annual probability of an explosive event based on the activity. All of this factors are risk contributors and must be aggregated into a cumulative risk number that represents actual risk. The number representing cumulative risk is extremely useful when compared to tolerable or acceptable risk criteria. Risk analysis must be accomplished in a manner that recognizes the additive nature of risk. The additive nature of risk is handled in risk-based siting by ensuring that all risk-sources (PES) which expose an exposure-structure (ES) to significant individual risk are considered in the analysis, and by evaluation of group risk. The group for PES is considered to be all people exposed to significant risk from that PES. The group risk is the total risk to all individuals in the group. To determine group risk, one more first determine the individual risks to all people in the group. The group risk is simply the summation of all of these individual risks.
