ECOLOGICAL CONFORMITY AS A FACTOR FOR ECONOMICAL DEVELOPMENT OF THE BORDERLINE TERRITORY BETWEEN THE REPUBLIC OF BULGARIA AND THE REPUBLIC OF SERBIA

Abstract

The present study includes a total of 13 Bulgarian municipalities, situated along the border between the Republic of Bulgaria and the Republic of Serbia. The municipalities are the following: Bregovo, Boynitsa, Kula, Makresh, Belogradchik, Chuprene, Chiprovtsi, Georgi Damyanovo, Godech, Dragoman, Trun, Trekliano and Kyustendil. These frontier municipalities belong to the Northwestern, as well as the Middle West parts of Bulgaria. Most of them are known to be the least developed Bulgarian municipalities and the ones with the lowest standard of living in the EU, therefore it is of utmost importance to improve the current status quo there. All administrative districts in the Northwestern part of Bulgaria have their average share of the poor, exceeding the average share of the poor in the Republic of Bulgaria as a whole, according to data provided by the Bulgarian National Statistical Institute. The situation as it is, is caused by the high level of unemployment, especially among the groups with a low degree of education, those aged up to 28 years of age, those near retirement age or people of gypsy origin. There is a significant shortage of human resources in the aforesaid borderline municipalities, which results in difficulties or deficiencies for the local economies, thus leading to certain social problems. These territories and some others are the least populated ones in the Republic of Bulgaria, meaning they almost lack active population. Here the demographic crisis is distinctly displayed and limiting possible economical decisions. Therefore, economic activities that do not require a great amount of workforce might be the ones with a better perspective. It is the existing natural resources and environment here that can provide opportunities for agriculture, forestry, ecotourism, recreation, as well as other industries. Fulfillment of such a strategy will very likely improve the economical status of the region, prevent further depopulation and as a result cut down the number of existing social issues.
