ENVIRONMENTAL POLICY AND ITS IMPACT ON QUALITY OF LIFE AS PART OF STRATEGIC DOCUMENTS OF LOCAL SELF-GOVERNMENT
Abstract
The Plan of Economic and Social Development is a basic and medium-term developmental document for the local self-government in which environmental policy is focused on the quality of citizens lives. The cities and the municipalities through the Plan of Economic and Social development, express interest in their future, as well as the future of their residents. The self-government is getting with the mentioned document a tool for an active developmental management based on initiating of the necessary and desirable changes. The Environmental policy is able to implement long-term development in this direction based on targeted strategies and not on sudden, uncoordinated decisions. The Environmental policy, which is elaborated in the article, is focusing on water and waste management, on the protection of the environmental sectors and the protection of the countryside and the nature around the village. The Top Management in Environmental policy expresses a commitment, that the Economic and Social Development Plan and the part which is dedicated to environmental policy is not only a formal document, and therefore, be reviewed and updated. It is a document, which has the character of an open, flexible concept, able to respond to current changes in the baseline conditions. The theoretical knowledge will be confronted with a practical example of the village Dolny Hricov. In the article will be providing an analysis of this document and will propose possibilities of application of the acquired knowledge in other local authorities.
