A REVIEW ABOUT SUBSTRUCTURE SYSTEM, MANAGEMENT AND APPLICATIONS OF THE INFORMATION AND RE-CONSTRUCTION STUDIES ABOUT INFORMATION SYSTEM OF URBAN AREAS IN THE WHOLENESS OF URBAN IN TURKEY
Abstract
There are lots of institutions active in Turkey to carry out institutional services in urban areas each of which have different purposes and work rules. Each of these institutions was founded to have different functions according to their own special institutional regulations and rules. Every institution in cities works just by collecting its required information and only in the area of its responsibility. There are big negations in satisfying the requirements of its related institution as well as difficulties are experienced in the management and sharing of the information that this institution has. The institutions that want to benefit from developments in information technologies carry out re-construction studies in their own existing activities. In re-construction studies, they aim to form “institutional information system” with their own information. The effort of each department for formation of its own system with its existing form arises the result of not accepting the presence of other related institutions and depending on this, there occurs many information systems which have independent, different standards and operations from each other. These studies performed without taking the wholeness of urban and service into consideration in the subject of information system may cause many problems about information management, sharing and completion in the future. Urban information system including the wholeness of the urban in the future stipulates that many negations will occur. In this study, works on the formation of information system in urban areas and management in Turkey in the duration of European Union are summarized. The methods and approaches in the formation of “urban information system” carried out in many urban are analyzed and a suggested approach model for urban information system is given.
