FINANCING OF THE ACTIVITIES OF THE REGIONAL ENVIRONMENTAL POLICY IN THE RUSSIAN FEDERATION ON THE EXAMPLE OF THE LENINGRAD REGION

Abstract

Goal. To consider the main environmental problems of the region, the directions of their solution and the financial and economic indicators envisaged under the federal law В«Environmental ProtectionВ» and the corresponding regional program on the example of the Leningrad Region. Object of research is the methodology of the analysis and management of financing of actions at the state and regional level in the sphere of ecology for the purpose of identification of financial priorities in the field of environmental policy at the regional level. An object of a research which results are stated in article were the state and regional programs realized on the basis of project financing. The subject of the study is the identification of financial priorities in the field of environmental policy at the level. Methods. As a methodological basis the research leans on a complex of complementary general scientific methods of the analysis (classification, interpretation, the scientific proof, dialectic, logical, comparative, ranging, methods of groups and comparisons, descriptions, analogies, etc.). In work the following methods have been used: economic-mathematical, settlement and constructive, factorial, analysis methods which have allowed to reveal key elements of regional environmental policy and the main directions of financing of actions for environmental protection. The article is devoted to the financing of environmental programs. Results of the study. Taking part in seminars, scientific and practical conferences, round tables, held by the State Unitary Enterprise Leningrad State University A.S. Pushkin in the framework of the theme of the work; the main conclusions at the arrival of the educational process when discussing the directions of using the regional budget. Conclusions. Positive trends in the implementation of environmental policy in the region have been identified; perspective directions of financing in environmental regulation; regulatory and legal acts regulating the procedure for financial support of regional and state measures in the field of environmental protection are analyzed.
