IMPLEMENTATION OF THE INCENTIVE FUNCTION OF ECOLOGY PAYMENTS UNDER CONDITIONS OF MODERNIZATION OF RUSSIAN ENVIRONMENTAL LEGISLATION

Abstract

The present paper mainly considers payments for Negative Environmental Impact as an instrument of economic mechanism of stimulating rational nature management and ensuring ecological and economic security. The authors suggest ways of improving the economic mechanism to stimulate environmental management, in particular, the directions of enhancing the incentive function of payments for Negative Environmental Impact (NEI) for the purposes of sustainable development. The authors have developed the system of fines purposed for intended use in the environmental sphere and calculated on the basis of technogenic load on the environment and public health. They treat this system as one of the possible solutions to the issues posed in the present study, which can be implemented in the regions characterized by anti-sustainable development. Environmental and economic index is suggested as an indicator of sustainable development of a region, the value of health risk for the population being affected by the impact area is suggested as an indicator of anthropogenic load from the activities of industrial enterprises.
