MANAGEMENT OF THE POST-MINING AREAS IN DEVELOPMENT POLICY OF ZIELONA GORA (POLAND)
Abstract
The article is an introduction to the issues of shaping the areas of former lignite mining surrounding the city of Zielona GпїЅra (Lubuskie voivodeship, Poland). The city of Zielona GпїЅra, seeking new investment areas, develops further areas, including those that have been former mine sites for at least 70 years. They have never been reclaimed. The remediation of former lignite mines, both technical and biological, is the responsibility of the mining plant and should be carried out in accordance with the law, however in the case of Zielona GпїЅra, there are no institutions covered by the mentioned duty. The article deals with the problem of construction land, located in non-reclaimed former mine sites. The effect of this legal status is a high economic risk and a requirement for full geological documentation for the proposed investment. Analysis of legal, planning and political documents and a desk research, for the needs, capabilities, and land-use plans of former lignite mine sites in Zielona GпїЅra were adopted as a method. These areas are not mentioned on the maps and in the existing planning documents, which are the basis for determining the land destination. The article presents the legal loopholes concerning the former post-mining areas, which are located in the administrative borders of the city.
