TOURIST AND RECREATION POTENTIAL IN THE ARCTIC ZONE OF RUSSIA ON THE EXAMPLE OF THE MURMANSK, ARKHANGELSK REGIONS AND THE REPUBLIC OF KARELIA BEFORE AND AFTER COVID-19

Abstract

The article deals with the issues of domestic tourism. It is proposed to use the ideas of synergetics to assess the development opportunities of the tourism business in three regions of the Arctic zone of the Russian Federation, taking into account their physical, geographical and economic position. Tourism resources, types of tourism and accommodation facilities were discussed, as well as types of recreational activities in these areas. It is shown that the tourism business is an interdisciplinary science, as it includes consideration of economic, social and environmental problems along with recreational ones. The issue of concluding interregional agreements between the Murmansk, Arkhangelsk regions and the Republic of Karelia in the field of tourism was considered in order to form a common brand of territories, complementary tourist routes, concentration of resources of neighboring regions and increase the competitiveness of a joint tourist proposal. The possibility of concluding international agreements in the field of development of cross-border tourism (taking into account the facilitated visa regime) with Norway and Finland was discussed. The idea is substantiated that the tourism business will contribute to the improvement of the ecology of the region. A hypothesis is introduced that this will increase the popularity of ecological tourism, which previously had great potential for development in our country. A mathematical model is proposed for constructing scenarios for the development of these areas after the end of the Covid-19 pandemic. Model possible scenarios for the development of tourism after the pandemic in the Arkhangelsk, Murmansk regions and the Republic of Karelia have been created on the basis of the proposed mathematical model. The authors conclude that these regions, which have great tourism potential, will be able to create a comfortable tourist environment after the end of the global pandemic Covida-19, which led to the disaster of the tourism business. The travel business will recover from the pandemic.
