LAND RESOURCES OF WAR-TORN TERRITORIES AS A COMPONENT OF THE POTENTIAL FOR REBUILDING THE ECONOMY OF UKRAINE BASED ON THE MINING SECTOR
Abstract
The study is based on an assessment of the level of land disturbance by full-scale military operations and the emergence of land use deficits in certain territories. It has been determined that military operations cause disturbance of the earth's surface in the form of mechanical, physical and chemical changes in the soil, the negative consequences of which can be felt for decades. Territories that have been subjected to military operations become dangerous for the population for a long time and unattractive for investment. However, the presence of mineral deposits and valuable land resources is a prerequisite for the restoration of entrepreneurial activity in these regions. Territories affected by the war are characterized by a significant decrease in population density, and in plans for the restoration of the economy of these regions, it is necessary to consider primarily agricultural production and mining activities, which do not require a high population density and are tied to the natural resource base. A list of mineral resources has been determined, which are of priority importance for the recovery of the economy of Ukraine, and the development of which will be accompanied by the further involvement of lands for mining development. The military factor currently has the greatest restrictive effect on the possibility of using lands for the needs of enterprises of the primary sector of the economy, which has a rigid territorial binding and cannot be relocated. In this aspect, mining and agricultural production should be considered as the main options for specialization of the deoccupied regions, the development of which requires a well-founded choice from the standpoint of public utility.
